These brushes are TPL files, not ABR files. to install them, simply drag the TPL file into Photoshop (only the tpl!). You will then find the brush in the Tool Preset Panel (Window > Tool Presets)
Don’t see any brushes? uncheck the ‘current tool only’ box at the bottom of the Tool Presets panel. More help here
